i bought a cheap fender starting pack, but it isnt working too well. should i buy a new amp or new guitar?

Well, I’d take the guitar to the store with you. Try it out on some different amps. If it still sounds crappy, then replace the guitar. If it sounds decent on other amps, buy a new amp.

I’ve played, gigged, taught and horsetraded guitars on the side for 20+ years, so here’s my 2 cents-
At your next practice, trade rigs with another guitar player- if the other player sounds lousy with your rig, it’s time to look for a new guitar and amp. If the other player still sounds better than you, spend the money on lessons.
Before you spend the money on a new rig, have a good setup done on the guitar. Last year, I found a Jimmie Vaughan Strat that somebody gave as a Christmas gift to a beginner- the seller said he wasn’t sure, but the guitar never sounded quite right. I haggled, took it home, did a setup, put new strings on it, hooked it up to my Blues Deluxe, and it sang- I got this for about half of one would have cost at GC-my point is that a well setup guitar can make the difference in your sound.
